Central Oregon's recent population boom over the last decade has had some negative side effects. Among the most alarming, is the increasing number of children without parental supervision after school. Locally, more than 10,000 children are now left alone between 2 p.m. and 8 p.m. In the late 80's and early 90's, youth crime rates shot up dramatically in Central Oregon. Coincidentally, over 50 percent of all juvenile crimes nationwide occur within this same seemingly brief hour–span.
In 1994, twenty volunteers organized the Boys & Girls Club of Bend—Central Oregon's first Boy's & Girls Club. It was started to provide positive, consistent activities for youth during the "Crime Time" hours previously mentioned. There are now nine Boys & Girls Clubs in Central Oregon, covering three separate counties that spread over more than 7,837 square miles. BGCCO touches the lives of over 11,000 youth—4,500 of which are members.

Cascade Youth and Family Center provides emergency shelter and counseling, works to reunite youth with their families, strengthen family relationships, encourage stable living conditions, and support youth in choosing constructive courses of action toward education and employment. CYFC uses a positive youth development strategy involving both youth and families in the decision-making process. They believe long-term, positive results depend on the empowerment of youth and their families and support of the family unit's positive assets.

COM provides mediation and dispute resolution services for the citizens of Central Oregon. Mediation is one way to help people settle disputes. During mediation, an impartial, third-party mediator helps people communicate with one another. These mediators do not take sides or impose any settlement. Mediators also help people reach agreements that are workable, lasting and mutually acceptable. The mediation process is confidential and all services are available on a sliding-fee scale.
Mediation is available for a variety of disputes including neighborhood, business, and family or property disputes. Mediation can save time, is cost effective and most importantly, can reduce related stress. Please contact CDRP to talk about your individual situation to determine if mediation is an option.

Oregon law requires the Citizen Review Board to
reviews case plans for children in substitute care to ensure that placements and services are appropriate and timely, andadvocate for effective policies, procedures, and laws in the child welfare and juvenile justice system.
CRB invites parents, foster parents, attorneys, caseworkers, other interested parties, and the child (if appropriate), to attend the CRB review and discuss plans for the child. The CRB board arrives at findings and recommendations for the Juvenile Court and the Department of Human Services. The CRB also reviews information about youth offenders in the custody of the Oregon Youth Authority. These CRB reviews focus on public safety, youth offender accountability, and reformation.

The Deschutes County Commission on Children and Families (CCF) formed in 1994. The ordinary citizen board includes 15 residents from our local community. Members are appointed by County Commissioners and the Presiding Judge of the Circuit Court. CCF promotes local responsibility for the health of communities, children and families. It works closely with local service agencies, coalitions, businesses and individual citizens to improve the health and livability of the community, county and our region.

The CASA mission is to support specially trained community volunteers appointed by a judge to represent the best interest of abused and neglected children in court. The CASA concept is based on the belief that all children have the right to a safe and permanent home. These volunteer advocates help in providing the continuity a child needs by ensuring placement into a safe and nurturing home. The first CASA program began in Seattle in 1977. There are now more than 700 programs in all 50 states.

The Deschutes County Deputy District Attorney is responsible for enforcing the juvenile laws of Oregon, supporting the Constitution, and upholding and enforcing the integrity of the judicial and correctional systems.
The office views police reports alleging violations of laws within the County's boundaries, prosecutes crimes and violations reported therein, and upholds court orders. It also provides a Victim Assistance Program.

The Central Oregon Family Resource Center creates opportunities for families to strengthen parenting skills, access support networks, and contribute to the development of healthy, viable communities. The Family Resource Center is a registered non-profit that is governed by a Board of Directors. Started in early 2000, the Heart of Oregon Corps operates a youth training and employment program that provides an avenue for reducing poverty, stimulating economic growth and maintaining the natural environment. HOC hires and trains at–risk youth (ages 14–18) in conjunction with local schools and service agencies in Central Oregon. Youth are enrolled in 5-6 member teams with an adult crew leader/skills trainer. Typically, HOC has 30 youth enrolled at any one time.

Interfaith Volunteer Caregivers of Central Oregon is a network of religious congregations and community agencies, all with traditions of concern for others. Their purpose is to serve seniors, persons of any age living with disabilities, and their caregivers, to enhance their independence, dignity and quality of life. This support is achieved through the recruitment, training, mobilization, matching and supporting of hundreds of community volunteers.

Maple Star Oregon is incorporated as a non-profit social agency and licensed by the State of Oregon Department of Human Services as a Child Care agency. Maple Star operates a treatment foster care program to address two service needs:

Serving as an alternative to an institution for those youth requiring more supervision than is available within the family, and for those youth who do not pose a serious threat to the community.

Helping to shorten lengthy stays in correctional and treatment facilities for youth who no longer require institutional services, but who do not have community living options available that provide necessary services, structure, and supervision.

The Bridge Program is an alternative learning center located within the Deschutes County Juvenile Resource Center. It serves at-risk students who are not successful in either a regular school setting or less restrictive alternative program. The Bridge Program provides services for students, grades 6-12, who are enrolled in the Bend/La Pine School District and are court-ordered to attend. This program is a cooperative effort between the Bend/La Pine School District and Deschutes County Juvenile Community Justice.
