Hazardous Waste Management


Antifreeze
Antifreeze from residential sources is accepted free of charge through the County's Household Hazardous Waste Program.  Antifreeze is also accepted for a fee at the Recycling Center at Knott Landfill during regular business hours.  Please call 541-388-1910 for pricing.

 


 

Asbestos
Asbestos containing material (ACM) is accepted at Knott Landfill on Wednesdays only and Solid Waste Department approval is required at least 24 hours prior to delivery. There are special documentation, handling and packaging requirements for ACM, and requirements vary, depending on the form and condition of the ACM.  Advisories and fact sheets on asbestos regulations, safety, handling and other related topics can be found at the  DEQ website   

 

For non-friable ACM, a  Non-Friable Asbestos Disposal Application  is required to be submitted and approved prior to scheduling delivery to Knott Landfill.  Non-friable ACM is charged at the regular  disposal rates but must be delivered separately from other waste and properly packaged.

 

For friable asbestos, a  DEQ ASN-4 form and a  Special Waste Application must be submitted and approved prior to scheduling delivery to Knott Landfill.  The disposal rate for friable ACM is $0.05/pound with a minimum charge of $100.00.

 


 

Auto Batteries

Auto batteries are accepted free of charge at the Recycling Center at Knott Landfill or any Deschutes County Transfer Station.

 


 

E-Waste (Home and business electronic equipment)

For households CEDs (TVs, computer monitors, CPUs and laptops) must be recycled and cannot go into the garbage.  You can recycle them free of charge at any Deschutes County Transfer Station/Recycling Center.  NCEDs (see list below) can be recycled for a fee of .25 cents per pound or you may dispose of them in your household garbage.

 

For businesses all CEDs (TVs, computer monitors, CPUs and laptops) and NCEDs (see list below) must be recycled.  You can see the chart below for recycling locations.  Business generated electronics were banned from all landfills effective January 1, 2010.

NCEDs = Non-Covered Electronic Devices

  • Cash registers
  • And more……

Businesses with 10 or fewer employees:

  • CEDs are accepted at Knott Landfill Recycling & Transfer Facility, Negus Transfer, Southwest Transfer, Northwest Transfer and Alfalfa Transfer Stations at no charge (limit 7).
  • NCEDs are only accepted at the Knott Landfill Recycling & Transfer Facility and charged at $.25 per pound.
  • Businesses with more than 10 employees need to contact Deschutes  Recycling at 541-388-1910.

Oregon’s Electronics Waste Recycling Law defines a small business or non-profit group as a business or non-profit group with 10 or fewer employees.  There is no charge for small businesses and non-profit groups to recycle up to seven televisions, computers, and/or monitors at the Knott  Recycling  Centerand the Northwest, Southwest, Negus and Alfalfa Transfer Stations.  Other business or non-profit generated electronic devices may be regulated as hazardous waste and cannot be accepted for disposal or recycling at any County  Landfillor Transfer Station.  These items are accepted for recycling at the Knott  Recycling  Center.

 

Oregon’s Electronics Waste Recycling Law defines a large business or non-profit group as a business or non-profit group with more than 10 employees.  Large businesses and non-profit groups must contact the facility operator for details on acceptance of electronics.  Business electronics may be regulated as hazardous waste and cannot be accepted for disposal at any County  Landfillor Transfer Station.

Hazardous Waste Facility - Households

Household Hazardous Waste (HHW) is accepted free of charge from residential users at the Knott Landfill   Hazardous Waste Facility. The HHW facility is open from 9:00 a.m. to 3:00 p.m. on the the second (2nd) and fourth (4th) Friday and Saturday each month.  See the Free Events page for exact dates. The HHW Facility accepts a wide variety of hazardous waste, including solvents, fuels, antifreeze, aerosols, cleaners, poisons, pesticides, herbicides, fertilizers, oil filters, rechargeable batteries, fluorescent tubes and bulbs, propane tanks, pool & spa chemicals, mercury thermostats & switches, thermometers, etc.

 

Hazardous Waste Facility - Business

The HHW facility also accepts business-generated hazardous waste through a separate program.  Businesses must pre-register and fill out the Business Application to participate. Fees are charged based on the type and amount of waste accepted.

Liquid Waste from Households
Knott Landfill and the County's Transfer Stations cannot accept any liquids. Small household quantities may be absorbed with dirt or kitty litter before bringing them in for disposal.

 

 

 

Motor Oil
Up to 5 gallons of used motor oil from residential sources is accepted free of charge the  Recycling Center at Knott Landfill and all County Transfer Stations. Oil must be placed in a non-breakable container with a tight fitting lid and no more than 5 gallons is accepted per visit.

 


 

Paint
Up to 10 gallons of latex and oil-based paints and stains from residential users are accepted free of charge at Knott Landfill Recycling Center.  For   more complete information on drop-off locations and tips on reducing paint waste visit our webpage Recycling Paints & Stains.  Remember, if the paint is dried, remove the container lid and dispose of the dried paint and container as regular garbage.

 

The paint recycling program is available for household and business generators.  Contractors and other businesses with leftover paint can use the County's  business hazardous waste program. Most latex and oil based paints and stains are accepted free of charge.

 


Petroleum Contaminated Soil
For petroleum contaminated soil a 
 Special Waste Application is required to be submitted with the appropriate laboratory analytical reports and approved prior to scheduling delivery to Knott Landfill.  The fee to dispose of contaminated soil is $.0175 per pound.



 

Pharmaceuticals & Medicines from Households

Household pharmaceuticals and medicine can de disposed of in the regular garbage.  Do not dispose of down a drain or toilet.  Deschutes County Sheriff's office has a destruction program.  Please call 541-388-66-55 for more information.

 



 

Sharps from Households

Medical sharps such as lancettes and hypodermic needles from home self-medicating healthcare are accepted free of charge at the Knott Landfill scalehouse or any Deschutes county Transfer Station.  The sharps must be in a sealed, leak proof, puncture proof container, preferable a manufactured sharps container available for purchase at most pharmacies and medical supply retailers.  When delivering containers, please contact the site attendant for directions on where to place containers.
